Early commissions were recorded by the secretary of the Colony of New York. Chapter 12 of the Laws of 1778 appointed the secretary of state the clerk of the Council of Appointment. The 1821 state constitution abolished the council, and its powers were transferred to the governor. The original Charter of the City of New York was sealed with the seal of the Province on January 15, 1730, and stated that it was to be recorded in the provincial secretary's office. The provincial government confirmed the charter by law on October 14, 1732.
